Product stewardship is the concept that recognizes that all parties involved in the lifecycle of a product are responsible for minimizing the environmental impacts of that product. The greater the ability an entity has to minimize a product's life-cycle impacts, the greater is its degree of responsibility, and opportunity, for addressing those impacts.

Washington Mercury Lighting Amendment (SB 6538)

SB 6538 would have amended the mercury-containing lights product stewardship program law (RCW 70.275), but the bill did not receive a floor vote before the February 14 deadline and is now dead.

Washington Mercury-Containing Lighting Recycling Act (SB 5543)

SB 5543 (RCW 70.275) was signed by Governor Gregoire on March 19, 2010. The bill creates a convenient, statewide recycling program for mercury-containing lighting from residents in Washington State starting in 2013.

Oregon Mercury In Lighting Standards (SB 1512)

SB 1512, relating to lighting that contains mercury; creating new provisions; and amending ORS 646.608, passed and was signed by the Governor in March 2012. Enrolled SB 1512 will become effective January 1, 2013.

Oregon Mercury-Containing Lighting Recycling and Content Standards (SB 529)

SB 529 introduced in 2011, would have required manufacturers of mercury-containing lighting, such as CFLs and fluorescent tubes, to set up and finance a collection system for the safe recycling of these products. The system would have served urban and rural areas of Oregon and provided free, convenient recycling. The bill also contained mercury content standards and requirements regarding the procurement of mercury containing lighing by the state.

Oregon Mercury-Containing Lighting Recycling (SB 742)

SB 742 (PDF file, 43KB), introduced in March 2009, would have required manufacturers of mercury-containing lighting, such as CFLs and fluorescent tubes, to set up and finance a collection system for the safe recycling of these products. The system would have served urban and rural areas of Oregon and provided free, convenient recycling. The bill did not pass.

California Lighting Efficiency and Toxics Reduction Act Amendment (SB 589)

SB 589, introduced in February 2011, would amend the California Lighting Efficiency and Toxics Reduction Act by adding Chapter 21 – Household Mercury-Containing Lamp Recovery and Recycling Program – to existing law.

California Lighting Toxics Reduction and Jobs in Recycling Act (AB 2176)

AB 2176, the Lighting Toxics Reduction and Jobs in Recycling Act, introduced in February 2010, would have required producers of mercury containing lamps to develop, fund and manage a product stewardship program approved by the Department of Toxics Substances Control (DTSC). All mercury-containing lights collected by product stewardship programs must be recycled.
