PAC NEXT and the Product Stewardship Institute released a report on extended producer responsibility (EPR) for packaging (PDF), which examined eleven programs in Canada, Europe and Australia. Among their findings they identified attributes of a high performing EPR program, and "recommend that government and industry collaboratively explore them as a way to reduce packaging waste, influence package design, and increase packaging recovery and recycling."
