A Resource Recycling article from Jan. 15, 2014, highlights the difference between two approaches under consideration in Minnesota. The Minnesota Pollution Control Agency (MPCA) presented a bottle bill analysis at the request of the legislature while Recycling Reinvented recently released the second of three working papers studying a state-level EPR system for consumer packaging and printed paper (PPP) in the U.S. The MPCA's Recycling Refund System Cost Benefit Analysis (PDF) and Recycling Reinvented's Extended Producer Responsibility (EPR) Cost-Benefit Study Working Paper #2: Recycling Analysis (PDF) were both prepared by Reclay StewardEdge Inc.

Resource Recycling quoted Recycle Smart Minnesota in arguing that "a refund system would be inconvenient and expensive for Minnesotans and the industry" and that they instead support EPR.
