On January 23, 2008, the California Integrated Waste Management Board (CIWMB) adopted Extended Producer Responsibility (EPR) Framework Policy. Additional information is available from the CIWMB (now CalRecycle) and the California Product Stewardship Council.

In February 2007, the CIWMB adopted a set of Strategic Directives that included Strategic Directive 5: Producer Responsibility. This policy directed staff to seek statutory authority to foster cradle-to-cradle producer responsibility and develop producer-financed and producer-managed systems for product discards.
