The Steering Committee is the organizing and managing body of the Council. Members are representatives of government agencies and associations in Washington and Oregon who have signed a Letter of Agreement supporting product stewardship. Steering Committee members participate in subcommittee activities and their representative organizations provide funding and staff time to help implement NWPSC activities.
