SB 598, which was introduced February 2009, did not pass. This bill would have required drug manufacturers to establish take-back programs for prescription and nonprescription drugs from consumers, at no cost to the consumer. The program must be approved and is regulated by Department of Human Services. A manufacturer may not sell or allow sale of their drugs in Oregon unless they have an operating, approved take-back program.
The law would create an Advisory Committee on Pharmaceutical Take-Back Programs, consisting of 11 members appointed by the Director of Human Services, to advise the Department of Human Services on issues relating to pharmaceutical take-back programs. A Pharmaceutical Take-Back Program Fund would be created in the State Treasury. Funds would be continuously appropriated to the department for the purpose of regulating the pharmaceutical take-back programs
